Behind the scrapyard where Bes is located in Garbage is a group of Bandits crouched in wait. You can walk right up to them and the only thing that gets them going is their friends behind them who start shooting at you. Funny little game bug. Anyway, throw a grenade at the leader (dressed in a black trenchcoat, located in the center of the group) and run. As soon as he's dead the quest is complete.
