According to the description, it would be a modified IL 86 for long range fighting. This would include improved bullet trajectory and muzzle velocity, increasing the weapon's effectiveness at long range.
As with all other cut weapon variants of the game, the only remnants of this weapon are its name (st_wpn_l85_m1) and description (st_wpn_l85_m1_descr) found in the st_items_weapons.xml file.
According to design documents, it was meant to appear somewhere in the Red Forest.
