Lebedev was the leader of Clear Sky during the events of S.T.A.L.K.E.R.: Clear Sky.

Previous history

Lebedev worked at the Chernobyl Nuclear Power Plant before the incident in 1986. Therefore he knows how to travel the Zone, and was one of the only people who knew about the existence of Limansk. He believed that humanity was unable to understand the Zone, and the best solution was to coexist with the Zone. He seemed to believe that the Zone functioned like a living organism, in the sense that it fights back at humanity when they venture too deep into the Zone. Clear Sky's beliefs are very similar to those of Freedom and the Ecologists, but unlike the Ecologists, Clear Sky was willing to use violence to achieve their goals.

Lebedev first interviewed Scar when he woke up after somehow surviving a devastating emission. He then debriefed him about Clear Sky's situation in the Swamps and Scar's role in it in keeping the Zone from destroying itself and everyone inside it. In order to do so, both Clear Sky and Scar had to work together and eliminate Strelok and his group before they reached the center of the Zone and trigger another large emission.

He keeps in contact with Scar via his PDA throughout the game and advises him on several finds and other objectives he must accomplish. He leads the spearhead assault on the bridge that leads to Limansk with the help of Leshiy's team of Mercenaries. Afterwards he directs an attack on Limansk itself, again with the help of Mercenaries. Clear Sky pushes through Limansk, the Limansk Hospital, and through the Pripyat Underground all the way to the Chernobyl NPP.

At the Chernobyl NPP, Lebedev gives Scar the prototype EM1 Rifle. Scar had to disable Strelok's psi-protection device, so that the Zone would see everyone as less of a threat, therefore gaining some stability back. After Strelok's psi-protection is depleted, the Zone releases a devastating emission before finally calming down - it would be several months until emissions began to occur once more. Even though Lebedev's hypothesis was correct, he had not anticipated another large-scale emission, resulting in a catastrophic defeat. Clear Sky is left in shambles, since its high command is either killed, zombified, or inducted into the Monolith ranks.

Call of Pripyat

Lebedev doesn't directly appear in Call of Pripyat, but he is mentioned in documents concerning item 62 located in the testing workshop in Zaton, and he was referred to in the Order of Transfer in the X8 Lab (where there is also a photo of him on a bulletin board on the north side of the second lowest level). These documents show that he was involved in the production of the Gauss Rifle and EM1 Rifle, and that he was a member of the group studying problems of the Noosphere. This suggests that he was aware of at least some of the Zone's secrets.
